Education remains a top priority for the Government of Ghana, with the overarching goal of delivering a high-quality, inclusive, and industry-relevant system that prepares learners to contribute effectively to national development. By fostering a knowledge-driven economy, the country seeks to empower its youth with the skills, competencies, and awareness necessary to thrive in a rapidly evolving global landscape. According to the World Bank, Ghana’s gross primary school enrolment reached 97% in 2022, surpassing regional peers such as Côte d’Ivoire, Burkina Faso, Mali, and Senegal.
Consequently, considerable strides have been made in accessibility, infrastructure development, technical and vocational education, and digital transformation.
Despite this remarkable progress at the foundational level, Ghana continues to miss its Gross Tertiary Enrolment target, prompting the government to set an ambitious goal of reaching 40% by 2030. To bridge this gap and lay the foundation for a resilient, future-ready education system, the nation is actively pursuing policy reforms, expanded infrastructure investments, and strategic collaborations with the private sector. Current government policies continue to make educational investment highly attractive, particularly through Public-Private Partnerships (PPPs) across secondary and tertiary institutions. Notably, the government has announced feasibility studies for the establishment of new public universities across the country’s six new regions. This expansion creates a substantial opportunity for private investors to partner in large-scale infrastructure development and student accommodation projects. Furthermore, an increasing national demand for hostel accommodation across existing public universities has led to a direct government call for enhanced private-sector participation in constructing and managing modern student housing.
